Charged full price muddy cart path only

I guess because of covid-19, no sand bottles, no sand takes, no drinking water on course. So, many divots and sand bunkers were bad. Because of recent rain, course was very soft and cart path only. The course is beautiful with lots of elevated tees. Greens small, but rolled very well. I'd like to play in drier conditions.
